A popular item on the internet, which I’ve found just incidentally, is what purports to be a document issued by the Headquarters for the Reconstruction of the Historical Centre of Wenzhou 温州市旧城改建指挥部. Here’s a rough translation:
To alleviate a shortage in funds for the construction of resettlement housing (安置房), in 2005 our department decided to sell 94 houses at a temporary price 暂定价 and in derogation to the normal sales procedure to “external personnel” 外部人员.
We hereby transmit the list of buyers and their addresses.January 7, 2009
The so-called 外部人员, who presumably bought the apartments for a bargain price, were all members of the local elite. Here’s the documents. I cannot vouch for their authenticity, but I find them interesting enough to share.
